The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Controlled Goods and the SAFETY Mark

Pre-market registration for household electrical, electronic and gas products.

  • The Consumer Protection (Safety Requirements) Regulations cover 33 categories of household appliances and accessories, such as AC adaptors, audio and video products, fans, hair care appliances, home computers, kettles, rice cookers, microwave ovens, multi-way adaptors and 3-pin plugs.
  • Suppliers first become Registered Suppliers with the CPSO through CPSA+, then register each model before advertising or supplying it.
  • Low risk goods are registered on a Supplier's Declaration of Conformity; medium and high risk goods need a Certificate of Conformity from a designated Conformity Assessment Body.
  • Registered goods carry the SAFETY Mark, with a unique registration number traceable to the registrant.
  • Certificates and declarations are valid for three years; renewal is encouraged at least six months before expiry.
  • Registered Suppliers keep a technical file for each registered good, provide it to the CPSO within 7 days on request, and keep supply records for at least 3 years.
  • Supplying unregistered Controlled Goods carries a fine of up to $10,000 or up to two years' imprisonment; labelling goods 'For Export Only' is no excuse.

How we help: Compliant Always keeps each model's certificate or declaration, technical file and registration with the product, and shows which expire in the next six months. Ask about this

Other appliances under the CGSR

Electrical goods that are not Controlled Goods.

  • Electrical, electronic and gas products not regulated as Controlled Goods, such as split air-conditioners, dishwashers, clothes dryers and laptops, are general consumer goods under the CGSR.
  • They meet an applicable standard, such as the relevant part of IEC 60335 or EN 60335, plus any additional CPSO requirements.
  • Mains-powered products are fitted with acceptable plugs: registered 13A or 15A 3-pin plugs with the SAFETY Mark, or 2.5A 2-pin plugs meeting EN 50075.
  • Products not rated for the local supply voltage are supplied with a step-down isolating transformer and tested with it as a set.
  • Portable power banks meet IEC 62133 plus IEC 60950-1 or IEC 62368-1, and come with minimum instructions for use.

How we help: Upload a test report and Compliant Always reads it against the standard and the CPSO's additional requirements, and keeps it with the model. Ask about this

Energy labelling and minimum performance

NEA's Mandatory Energy Labelling Scheme and Minimum Energy Performance Standards.

  • Under the Energy Conservation Act, regulated goods may not be supplied or imported unless they meet the prescribed requirements.
  • Importers and manufacturers apply to NEA to be registered suppliers, and register the regulated goods before supplying them.
  • Regulated goods include household air-conditioners, refrigerators, clothes dryers, televisions and lamps, which carry the Energy Label.
  • From 1 July 2026, end users who import regulated goods for their own use also register with NEA first.

How we help: Compliant Always keeps the NEA registration, test report and label for each regulated model together. Ask about this

Hazardous substances, batteries and e-waste

NEA's controls on what goes into equipment and what happens at end of life.

  • Since 1 June 2017, mobile phones, portable computers, refrigerators, air-conditioners, panel TVs and washing machines over the limits for six substances, including lead (0.1%) and cadmium (0.01%), may not be imported.
  • Batteries with more than 0.0005% mercury by weight per cell may not be manufactured, imported or exported after 31 March 2018.
  • A producer of regulated electrical and electronic products, one that imports or makes them for supply in Singapore, registers with NEA before supplying them and keeps records of weight and number supplied.
  • Producers declare the weight supplied each year, and above set thresholds join and finance the licensed Producer Responsibility Scheme.
  • Regulated products include ICT equipment, large household appliances, electric mobility devices, batteries, lamps and solar panels.
  • Retailers of regulated consumer products offer one-for-one take-back on delivery; stores of 300 m² or more offer in-store collection.

How we help: Compliant Always keeps the RoHS declarations and producer records for each product, ready for the yearly declaration to NEA. Ask about this

Telecommunication equipment

IMDA's Dealer and Equipment Registration Framework.

  • IMDA sets the procedures and requirements for equipment suppliers seeking to register telecommunication equipment for sale and use in Singapore.
  • IMDA also sets requirements for importing telecommunication equipment, and for its labels and advertisements.

How we help: Compliant Always keeps the IMDA registration and test reports with each model, beside its CPSO and NEA records. Ask about this
