Selling cleaning products and detergents in Singapore

In Singapore, the National Environment Agency (NEA) controls hazardous substances under the Environmental Protection and Management Act: importing or selling a controlled substance needs a licence. Household insecticides and repellents against vectors are registered with NEA before sale. Detergents are not cosmetics, and the net quantity is declared in metric units.

The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Classification

Which regime a cleaning product falls under.

  • HSA lists household detergents, such as dishwashing and laundry detergent, among products that are not cosmetics.
  • Hand sanitisers with antiseptic or antimicrobial properties, and insect repellents, are also not cosmetics.
  • The Consumer Goods Safety Requirements Regulations exclude hazardous substances, and pesticides and vector repellents, which come under NEA.

How we help: Compliant Always records how each product is classified and why, so the right regime is applied from the start. Ask about this

Hazardous substances

NEA's licensing of environmentally hazardous chemicals.

  • NEA controls toxic and environmentally hazardous chemicals under the Environmental Protection and Management Act and the Environmental Protection and Management (Hazardous Substances) Regulations.
  • Anyone who imports, sells or exports a hazardous substance controlled under the Act needs a Hazardous Substances Licence; anyone who buys, stores or uses one needs a permit.
  • Imports of hazardous substances in the Second Schedule of the Act must be cleared by NEA, which does so only if the substance is stated in the importer's licence and, where it is moved out of the port, a transport approval is in place.
  • From 1 January 2026, licence and permit holders screen the chemicals they import or make and report those meeting NEA's criteria.
  • NEA publishes the list of controlled substances, with their HS and product codes.

How we help: Compliant Always reads your formulas and safety data sheets against NEA's list of controlled substances, and keeps the licence with the products it covers. Ask about this

Insecticides and repellents

Products used against the five vectors.

  • Under the Control of Vectors and Pesticides Act 1998, public health pesticides and repellents against mosquitoes, flies, cockroaches, rats and rat fleas are registered before any sale, supply or advertising.
  • Registered products carry a registration mark with a number in the form 'SINNEA-X-XXX/XXX/XXXX' and a registration logo.
  • They are also labelled 'For General Use' or 'For Restricted Use'; restricted-use products should not be sold to the general public.
  • From 1 April 2026, the registration fee is $320.

How we help: Compliant Always keeps each product's NEA registration and label mark on record, with the registration number tied to the product. Ask about this

Net quantity and packaging

Rules that apply to the pack whatever is inside it.

  • It is an offence to supply pre-packaged goods with less than the quantity stated on the package or label; the net content excludes packaging.
  • Net content is stated in metric units, such as grams, kilograms, millilitres and litres.
  • Companies with annual turnover above S$10 million that supply goods in Singapore and import or use packaging report packaging data and 3R plans to NEA each year under the Resource Sustainability Act.

How we help: Compliant Always keeps your net-content checks and packaging data with each product, ready for an inspector or the yearly report. Ask about this

Questions businesses ask

Who regulates cleaning products in Singapore?
There is no single regime. NEA controls hazardous substances and registers pesticides and repellents against vectors; the Weights and Measures Office covers net quantity; HSA classifies detergents as not cosmetics.
Do I need a licence to import cleaning chemicals into Singapore?
If the product contains a hazardous substance controlled under the Environmental Protection and Management Act, importing, selling or exporting it needs a Hazardous Substances Licence from NEA.
Is laundry detergent a cosmetic in Singapore?
No. HSA lists household detergents, such as dishwashing and laundry detergent, among products that are not cosmetic products.
Does an insect spray need registration in Singapore?
Yes. Public health pesticides and repellents against mosquitoes, flies, cockroaches, rats and rat fleas are registered with NEA before any sale, supply or advertising.
What label marks do registered insecticides carry?
A registration mark with a 'SINNEA' number and logo, and the words 'For General Use' or 'For Restricted Use'.
Can restricted-use pesticides be sold in shops?
They should not be available to the general public. They are for licensed vector control technicians or certified workers, because of their toxicity or concentration.
What is NEA's chemical reporting framework?
From 1 January 2026, Hazardous Substances Licence and Permit holders screen the chemicals they import or make and report those meeting NEA's criteria, at licence or permit renewal.
In which units must net content be stated?
Metric units, such as grams, kilograms, millilitres and litres. Supplying pre-packaged goods with less than the stated quantity is an offence.
Do I need to report packaging to NEA?
If your company supplies goods in Singapore, imports or uses packaging, and has annual turnover above S$10 million, it reports packaging data and 3R plans to NEA each year.
