Selling electrical and electronic products in Mexico

In Mexico, electrical, electronic and household appliances carry the Spanish commercial information, instructions and warranty terms of NOM-024-SCFI-2013. Electronic equipment meets the safety NOM-001-SCFI-2018, with conformity shown through an accredited body. Equipment that connects to a telecoms network or uses the radio spectrum is homologated, a role passing from the IFT to the new Comisión Reguladora de Telecomunicaciones.

The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Packaging, instructions and warranties (NOM-024)

The commercial information that goes with electrical, electronic and household appliances.

  • NOM-024-SCFI-2013 sets the commercial information for the packaging, instructions and warranties of electronic, electrical and household products and their accessories and consumables for the final consumer, new, rebuilt, used or second-hand.
  • The pack shows, in Spanish: the product's name or picture unless obvious, the name and address of the national manufacturer or importer, the country of origin, and the rated electrical characteristics such as voltage, power or current, and frequency (5.1).
  • Rebuilt, used or second-hand products state this in letters at least twice the size of the rest (5.1 e).
  • Instructions are supplied free of charge with clear directions for use and care and safe-handling warnings; data-processing equipment may come with a printed quick-start guide and detailed instructions provided by other means (6.1).
  • Warranty policies are printed in Spanish and give the responsible parties, the models, where the warranty is honoured, where parts are available, its scope, the procedure and its length: not less than three months for electrical and electronic products and one year for household appliances (7.1.1).
  • PROFECO enforces the NOM; sellers check compliance before offering products and are jointly responsible with national manufacturers or importers (8.1 and 8.2).

How we help: Compliant Always sets your pack, manual and warranty text beside each clause of NOM-024, so a missing rating or a short warranty term shows up before shipment. Ask about this

Safety of electronic equipment (NOM-001-SCFI-2018)

The safety NOM for electronic equipment, and how conformity is shown.

  • NOM-001-SCFI-2018 (Aparatos electrónicos-Requisitos de seguridad y métodos de prueba) sets safety requirements for electronic equipment made, imported, sold, distributed or leased in Mexico: protection against electric shock, mechanical hazards, optical radiation, fire, heat, and biological and chemical effects.
  • It covers equipment powered from the public supply up to 277 V single-phase or 480 V three-phase at 60 Hz, or by batteries and other sources up to 500 V d.c., new, refurbished, used or second-hand.
  • Listed equipment includes televisions, audio and video equipment, speakers, chargers and power supplies, UPS units, electronic toys and video games, alarm systems, microwave ovens and external power supplies.
  • Where a specific safety NOM exists for a product, it applies instead (1.3). The Secretaría de Economía's catalogue lists NOM-003-SCFI-2014 for electrical products and NOM-019-SCFI-1998 for data-processing equipment.
  • Where certification bodies exist, conformity is certified only by an accredited and authorised product certification body; test reports are valid for at most 90 days (section 6).
  • Certificates may be held by Mexican persons or foreign manufacturers with legal representation in Mexico (6.4.1.1).

How we help: Compliant Always keeps each certificate of conformity and the test reports behind it with the model, and shows when a certificate or follow-up is due. Ask about this

Radio and telecoms equipment

Homologation of equipment that connects to a network or uses the radio spectrum.

  • Products, equipment, devices or apparatus for telecoms or broadcasting that can connect to a telecoms network or use the radio spectrum must be homologated under the applicable NOMs or technical provisions, in line with the Quality Infrastructure Law (Article 271, Ley en Materia de Telecomunicaciones y Radiodifusión).
  • The applicant for homologation must have an address in Mexico (Article 271).
  • The regulator may apply mutual recognition of conformity assessment carried out in a country with which Mexico has an agreement (Article 271).
  • The 2025 law, published in the DOF on 16 July 2025, gives these powers to the Comisión Reguladora de Telecomunicaciones; the Instituto Federal de Telecomunicaciones (IFT) continues until the Commission's board is formed, and the IFT site now describes itself as a historical archive pointing to the Commission.
  • The Secretaría de Economía's catalogue lists, for example, NOM-208-SCFI-2016 for spread-spectrum radio equipment in the 902–928 MHz, 2400–2483.5 MHz and 5725–5850 MHz bands.

How we help: Compliant Always keeps the homologation certificate number and the test reports with each model, and watches the regulator's pages for changes. Ask about this

Import

Showing conformity when products enter Mexico.

  • Imported goods subject to a NOM must meet it, and the authorities decide by risk which must show conformity at the point of entry, identified by tariff heading in the foreign trade rules (Article 64, Quality Infrastructure Law).
  • Evidence of conformity includes certificates, opinions or test results from an accredited and authorised conformity assessment body, or from a foreign body under a mutual recognition or equivalence agreement (Article 64).

How we help: Compliant Always keeps the certificates a shipment needs with the model, and shows what expires before the next one leaves. Ask about this

Federal rules and the states

Product rules in Mexico are federal: the General Health Law, the Federal Consumer Protection Law and the Normas Oficiales Mexicanas apply across the national territory.

Health surveillance is shared. Under the General Health Law, a notice of operation (aviso de funcionamiento) goes to the Secretaría de Salud or to the government of the state (entidad federativa), and several sanitary NOMs are enforced by COFEPRIS and the state governments together.
