Selling electrical and electronic products in India

In India, many electronic and IT goods are registered with BIS under the Compulsory Registration Scheme, a self-declaration of conformity notified by MeitY. Household and similar electrical appliances bear the BIS Standard Mark under a Quality Control Order. Low-power radio devices are licence-exempt within set limits, and packs carry the Legal Metrology declarations.

The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Compulsory Registration Scheme

Electronics and IT goods registered with BIS on a self-declaration of conformity.

  • BIS lists electronics and IT goods under the Compulsory Registration Scheme for self-declaration of conformity, notified by the Ministry of Electronics and Information Technology (MeitY).
  • The Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 superseded the 2012 order; BIS lists amendments of 10 March 2026 (S.O. 1246(E)).
  • Listed products include laptops and tablets, televisions and monitors, mobile phones, power banks, power adaptors, UPS units, CCTV cameras, LED lamps and luminaires, and sealed secondary cells and batteries.
  • Most listed IT and audio-video products are tested to IS/IEC 62368-1:2023; mobile phones also meet IS 16333 (Part 3) on Indian language support.
  • Upcoming MeitY entries include digital television receivers for satellite broadcast (IS 18112:2022) from 26 January 2027 and glass screen protectors (IS 19348:2025) from 1 April 2027.

How we help: Compliant Always keeps each BIS registration with the models it covers, alongside the test reports, and shows when one is due for renewal. Ask about this

Household and similar electrical appliances

The Quality Control Order for appliances.

  • The 2025 order applies to electrical appliances for household, commercial or similar use rated up to 250 V single-phase or 480 V for others, including DC-supplied and battery-operated appliances.
  • Appliances conform to IS 302 (Part 1):2024, which corresponds to IEC 60335-1:2020, and bear the Standard Mark under a BIS licence under Scheme I.
  • It does not apply to appliances covered by another QCO or by mandatory BIS certification under another law.
  • BIS lists a 2026 order for the same products (S.O. 1739(E), 6 April 2026), and its list of upcoming QCOs gives 1 October 2026 as the enforcement date.
  • Manufacturers of household appliances may import up to 200 units a year for research and development, not for sale.
  • BIS lists particular parts of IS 302 under the order, such as those for washing machines and storage water heaters; air conditioners have their own QCO. Check the Scheme I list for each product.

How we help: Compliant Always reads the test reports against IS 302 and the particular parts, and keeps the BIS licence with each model, dated. Ask about this

Radio and telecom equipment

Licence exemptions for short-range devices and telecom standards.

  • Under the 2018 short-range device rules (G.S.R. 1047(E), 18 October 2018), no licence is required to possess or deal in low-power and very low-power short-range radio devices used in the listed bands within the power limits in Tables I to IX.
  • The use is on a non-interference, non-protection, shared and non-exclusive basis; for example, 2400 to 2483.5 MHz is listed.
  • Under the Telecommunications Act, 2023, possessing radio equipment needs an authorisation unless it is exempted.
  • Section 19 of that Act lets the Central Government notify standards and conformity assessment for the manufacture, import, distribution and sale of telecommunication equipment.

How we help: Compliant Always sets the device's radio test report beside the band and power limits in the tables, and keeps it with the model. Ask about this

Pack declarations

Legal Metrology rules for electronic products.

  • Packs carry the rule 6 declarations: manufacturer, packer or importer, country of origin, generic name, net quantity or number, month and year of manufacture, retail sale price inclusive of taxes and consumer care details.
  • Since the 2023 amendment, electronic products, spare parts and accessories may show the month and year of manufacture anywhere on the retail package, visibly and legibly.
  • Spare parts and accessories used for warranty servicing and not sold to end customers are exempt from that declaration.
  • Online listings show the rule 6 declarations except the date of manufacture, and from 1 July 2027 listings of imported goods carry a country-of-origin filter.

How we help: Compliant Always reads the box against the rule 6 declarations and the online listing against the same record. Ask about this

Plastic packaging and liability

EPR for plastic packaging, and product liability.

  • Producers, importers and brand owners using plastic packaging register on the CPCB centralised portal and may not carry on business without registration.
  • A manufacturer is liable for harm caused by defects, deviations from specification or inadequate instructions and warnings (section 84, Consumer Protection Act, 2019).
  • The Central Consumer Protection Authority may order recall of dangerous, hazardous or unsafe goods (section 20).

How we help: Compliant Always keeps the EPR registration, manuals and test reports with each model and lot. Ask about this

Central and state rules

States license cosmetics manufacture, enforce food and legal metrology rules through their own officers, and run excise on alcohol.
