The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Who regulates what

The federal bodies that write and enforce product rules, and which products each covers.

  • ANVISA coordinates the registration, inspection and control of foods, including beverages, bottled waters, additives, food contact materials, contaminants and labelling (ANVISA food page); it also regulates supplements, infant formula, cosmetics and saneantes.
  • MAPA regulates beverages and wine under Law 8.918/1994 and Decree 12.709/2025, pet food under Decree 12.031/2024, and products of animal origin through its Federal Inspection Service (SIF).
  • INMETRO carries out the technical regulations Conmetro issues under Law 9.933/1999, including toys, household appliances, textile and footwear labelling, metal cookware and the quantity marking of pre-packaged goods.
  • ANATEL certifies and homologates telecommunications products under Law 9.472/1997.

How we help: Compliant Always works out which regulators and rules apply to your product and keeps the documents behind each one ready. Ask about this

Before sale

The ways a product is put on record or assessed before it is sold.

  • Foods are registered with ANVISA, notified to ANVISA, or communicated to the local health authority, by category; some are exempt (RDC 843/2024).
  • Cosmetics in nine groups, such as sunscreens and repellents, are registered; others are communicated to ANVISA before sale (RDC 907/2024).
  • Cleaning products are notified (risk 1) or registered (risk 2) with ANVISA (RDC 989/2025).
  • INMETRO-regulated products are certified or otherwise assessed, carry the conformity seal and, where required, are registered (Portaria 200/2021).
  • Beverage and pet food establishments and products are registered, cadastrados or exempt with MAPA.

How we help: Compliant Always keeps each filing, certificate and registration with the product, dated, and shows what is due for renewal. Ask about this

Consumer law and language

The Consumer Defence Code's duties, which apply across product types.

  • Products may not carry risks beyond the normal and foreseeable (Article 8), and a supplier that learns of a danger after sale informs the authorities and consumers immediately (Article 10).
  • The manufacturer, producer and importer answer for defects regardless of fault, including insufficient information (Article 12).
  • Information is correct, clear, precise and prominent, in Portuguese, on characteristics, quantity, composition, price, guarantee, expiry, origin and risks (Article 31).
  • Selling products that do not follow the rules of official bodies is an abusive practice (Article 39 VIII).

How we help: Compliant Always reads your Portuguese labels against the particulars that apply, with the source beside each. Ask about this

Import

Which body consents to an import, and what goods must show on arrival.

  • ANVISA consents to imports of goods under health surveillance through the SISCOMEX import licence, and sets the minimum information on the pack on arrival (RDC 81/2008).
  • Imported beverages enter only with MAPA authorisation and must meet the Brazilian identity and quality standard (Decree 12.709/2025).
  • INMETRO consents to import licences for products under compulsory regulation (Portaria 137/2022), and imports carry the seal before entry.

How we help: Compliant Always keeps the certificates and labels each shipment needs with the product, and shows what is missing before it leaves. Ask about this

Health surveillance is shared: state, Federal District and municipal health authorities license food establishments and receive the communication of start of manufacture for many foods, and INMETRO's delegated state bodies (IPEMs) inspect regulated and pre-packaged products on the market.
