Selling other consumer goods in Saudi Arabia

In Saudi Arabia, a consumer product either falls under a technical regulation of the Saudi Standards, Metrology and Quality Organization (SASO) or it does not. Regulated products need the certificate their regulation sets; products outside any regulation are still registered in SABER with a self-declaration and a shipment certificate before clearance. The Product Safety Law sits over both.

The rules, by area

SASO technical regulations

How SASO sets requirements for products, and the regulations covered in other guides.

  • SASO develops Saudi standards, issues conformity assessment regulations, and applies mandatory standards (technical regulations) with the relevant authorities.
  • SASO publishes its technical regulations by sector; toys, electrical and electronic products, textiles and footwear, detergents and kitchen tools each have a guide of their own here.
  • Other regulations include ornaments and accessories of metal, plastic, glass or fabric, and child restraint systems and strollers; both require labels in Arabic, to which another language may be added, and a Type 1a certificate.
  • SASO's list also includes regulations for paper and cardboard and for degradable plastic products.

How we help: Compliant Always reads the product against SASO's list of technical regulations, so the one that applies, or the absence of one, is on record. Ask about this

SABER and products outside any regulation

How products are registered for clearance whether or not a regulation applies.

  • SABER (سابر) is an electronic platform within the Saudi Product Safety Program through which establishments register their consumer products, imported or made locally, to obtain the certificates they need.
  • Products not subject to a SASO technical regulation must be registered in SABER, with a self-declaration and a shipment certificate, before clearance.
  • The steps are to register the establishment, add the product, issue the self-declaration with a commitment, and issue the shipment certificate.
  • Whether a product is regulated can be checked in SABER by customs (HS) code or keyword.
  • SABER has been linked to the Fasah platform since 1 July 2020; certificates not registered in SABER risk the shipment being re-exported.

How we help: Compliant Always keeps the self-declaration, product certificate and each shipment certificate with the product and lot, and shows which are due to expire. Ask about this

Product safety and the supplier on the product

The Product Safety Law and the supplier's details on the product.

  • A SASO circular to SABER users cites Article 11 of the Product Safety Law (Royal Decree No. M/36 of 29/01/1446 AH) and Article 19 of its Executive Regulations, adopted by SASO's Board on 15 November 2024.
  • From 1 October 2026, products under ten listed technical regulations, including child restraint systems and strollers and electric self-balancing scooters, carry the supplier's name (importer or local manufacturer) and commercial registration number.
  • SASO checks this through the data filed in SABER; the penalties in the Product Safety Law and its Executive Regulations apply.
  • SASO's Saudi Products Safety programme (Saleem) aims to limit non-conforming products entering the market, and publishes an annual conformity index.

How we help: Upload the label and Compliant Always checks it for the supplier's name and commercial registration, and keeps the SABER record beside it. Ask about this

Saudi Quality Mark

SASO's licence for the Saudi Quality Mark, and the products obliged to carry it.

  • SASO licenses the use of the Saudi Quality Mark.
  • SASO lists products obliged to carry it, including gas appliances, reinforcement iron, cement, ceramic tiles, degradable plastic products, electrical fittings and plugs.
  • Under some technical regulations, such as detergents, a product holding the Saudi Quality Mark is treated as meeting the regulation.

How we help: Compliant Always keeps the Quality Mark licence with the products it covers, and shows when it is due for renewal. Ask about this
