Alcoholic drinks and Saudi Arabia

In the official Saudi sources read for this guide, ZATCA lists intoxicants among items prohibited for travellers, and under the Food Law's Implementing Regulation food with a non-halal component violates Islamic law and may not be handled. The rules, by area

What each area covers, the texts that set it, and what the official pages say.

What the official sources say

The customs and SFDA texts that name alcohol or intoxicants.

  • The Zakat, Tax and Customs Authority (ZATCA) publishes the items prohibited for passengers and travellers through customs ports, under Minister of Finance decision No. (2597) of 24 Rajab 1439 AH; the list includes "Pills, intoxicants, and drugs of all kinds".
  • Under the Food Law, food may not be handled if it violates the provisions of Islamic law (Article 16).
  • Food violates Islamic law if its source or one of its components is non-halal under the technical regulations (Article 39 of the Regulation).
  • SFDA's rules for food arriving for pilgrims' use prohibit the entry of food whose ingredients include alcohol, pig fats and their derivatives, or prohibited additives.
  • The ZATCA page read for this guide is written for travellers; we did not find an official English page setting out commercial import rules for alcoholic drinks.

How we help: Compliant Always watches the ZATCA and SFDA sources for changes, and shows which ones bear on a product's ingredients. Ask about this

Alcohol as an ingredient

How SFDA treats alcohol in food, supplements and health products.

  • Food is adulterated if it contains pork or pork products, lard, alcohol or any non-halal ingredient without indicating so on the label (Article 44 of the Regulation).
  • SFDA's dossier for herbal and health products includes an alcohol-free declaration from the Marketing Authorisation Holder.
  • SFDA's pre-registration evaluation names laboratory analyses to verify "ethanol-free" claims among its documents.

How we help: Compliant Always reads ingredient specifications and flavour declarations for alcohol and alcohol-derived inputs, and keeps the declarations with the product and lot. Ask about this

Non-alcoholic drinks

Where non-alcoholic beer, malt drinks and other soft drinks are covered.

  • SFDA's food clearance table lists "Beer Beverages & Malt Beverages" under beverages, with carbonated and flavoured drinks and energy drinks, against GSO 2523:2016.
  • Those drinks are food under the Food Law, registered with SFDA and labelled in Arabic; the beverages guide sets out the rules.

How we help: Compliant Always reads a non-alcoholic drink's label and lab report against the standard SFDA lists for beverages. Ask about this
