Exporting clothing, footwear and textiles from Australia

Australia has no export licence for clothing or textiles, but origin matters: exporters claiming an FTA tariff keep the records behind the claim, and for the US the ABF may ask about textile and apparel exports. Cat and dog fur products need permission to export, organic claims can need a certificate, and consignments over A$2,000 need an export declaration.

The rules, by area

What each area covers, the texts that set it, and what the official pages say.

Preferential origin and verification

Proving Australian origin for FTA tariffs, and answering the partner country's checks.

  • A preferential proof of origin may be a certificate of origin from an authorised issuing body, or a certificate or declaration completed by an authorised exporter, producer or importer, depending on the FTA.
  • Exporters are responsible for the origin criterion in a proof of origin being correct and supported by evidence, such as wholly obtained or a product-specific rule like a change in tariff classification.
  • Where textile or apparel goods are exported to the US, an authorised officer may ask the exporter, producer or a carrier for records or answers about their export, production or transport, and may share them with US customs under the Australia-United States FTA (section 126AE).
  • For other partners, regulations set record-keeping duties for exporters and producers; for Japan, purchase, payment, HS classification, materials and production records, and the certificate of origin, are kept for at least five years.

How we help: Compliant Always keeps the origin certificate, bills of materials, supplier invoices and classification evidence with each shipment and lot, and answers an importer's or customs officer's origin questions from the record. Ask about this

Fur, organic claims and the Australian Consumer Law

Specific export rules that can reach textiles.

  • Exporting cat fur, dog fur or a product made wholly or partly of either is prohibited unless written permission has been granted and is produced to the Collector (regulation 9AB).
  • Goods described as organic, biodynamic or similar, or as including such ingredients, are prescribed organic goods under the Export Control (Organic Goods) Rules 2021 and need an organic goods certificate in force at export.
  • Consumer goods that do not comply with a safety standard, or are banned, may be exported only with the Commonwealth Minister's written approval (sections 106(5) and 118(5)).
  • Information standards, such as the Consumer Goods (Care Labelling) Information Standard 2023, do not apply to goods intended for use outside Australia, and a 'for export only' statement on the goods or label is presumed to show that (section 136).

How we help: Compliant Always records the fibre content, any organic certificate and export-only label artwork with each product and lot. Ask about this

Export declaration, GST and drawback

Customs and tax steps for textiles leaving Australia.

  • An export declaration is needed for goods over A$2,000, for goods that need an export permit whatever their value, and for duty drawback claims.
  • A supply of goods is GST-free if the supplier exports them within 60 days of receiving any payment or giving an invoice.
  • Duty drawback refunds customs duty on imported fabric or goods exported unused or incorporated into goods for export, claimed within four years.

How we help: Compliant Always keeps the declaration, GST dates and the import entries behind a drawback claim with each shipment. Ask about this

Ports and certifying bodies

Export controls on food, plants and organic goods are Commonwealth law under the Export Control Act 2020, administered by the Department of Agriculture, Fisheries and Forestry, with registered establishments and accredited properties across the states and territories.

Export declarations go to the Australian Border Force through the Integrated Cargo System, or at an ABF counter in each state or territory.

Where are the goods going?

Most of what clothing, footwear and textiles have to meet is set where they are sold. Each guide sets out the rules on arrival, with the official source for each.

Questions businesses ask

Do I need a licence to export clothing from Australia?
No general export licence applies to clothing or textiles. Specific rules cover cat and dog fur, organic claims, goods failing an Australian safety standard, and customs entry for consignments over A$2,000.
How do I get a certificate of origin for garments exported from Australia?
Depending on the FTA, from an authorised issuing body, or completed by an authorised exporter, producer or importer. The exporter answers for the origin criterion being correct and supported by evidence.
What records do I keep for textile exports to the US?
An authorised officer may ask the exporter, producer or carrier for records or answers on textile and apparel goods exported to the US, and may share them with US customs under the AUSFTA.
How long do I keep origin records for exports to Japan?
At least five years from when the certificate of origin is issued or the origin document completed, including purchase, payment, HS classification and production records.
Can I export products containing cat or dog fur from Australia?
Only with written permission from the Minister or an authorised person, produced to the Collector, under regulation 9AB of the Customs (Prohibited Exports) Regulations 1958.
Do organic cotton garments need an export certificate?
Goods described as organic or as including organic ingredients are prescribed organic goods, so an organic goods certificate must be in force when they are exported.
Do exported clothes need an Australian care label?
Information standards, including the Care Labelling Information Standard 2023, do not apply to goods intended for use outside Australia. Destination labelling rules are in the market guides.
Can I export children's nightwear that does not meet Australian standards?
The children's nightwear standard is a safety standard, and consumer goods that fail an ACL safety standard may be exported only with the Commonwealth Minister's written approval under section 106(5).
Do I need an export declaration for clothing?
For consignments worth more than A$2,000, goods needing an export permit and duty drawback claims. Smaller consignments by post, ship or aircraft are generally exempt.
